The idea of a second Hulk isn't particularly original in the first place. But with a character like Cho running around, who is by admission a Hulk wanna-be, it makes perfect sense for them to use him in this way.

You keep saying that but I don't remember Cho ever admitting or saying he was a "Hulk wannabe".

He's easily his biggest advocate...even moreso than Jones, who stuck up for Banner far more than the Hulk. He claims he and the Hulk are very much alike in several instances in the last few issues. On top of this he purposed a "Gamma Compound" where only the Hulk (and other Gamma powered beings) could habitate. Considering he follows the Hulk around like a dog, and wants to build a compound where he and other Hulk followers can live...yeah, I definitely call him a wanna-be.

You could do that, but of course I live in a logic based world where all that does not equal "I wanna be the Hulk!"

Wanting to live in a Gamma Based world where all non-Hulk like creatures pass out and die does equate to wanting to become a Hulk.

(or Leonard Samson like..or any other gamma based hero I suppose).

I think you keep missing the big piece of information here: HE WANTS TO LIVE IN A GAMMA BASED ENVIRONMENT...so unless he is a really big fan who wants cancer, no.

Again, where are you getting this information? Where was it stated that the compund would be Gamma Based? From what I remember, it would just be some piece of land they give the Hulk so he could be with his homeboys.

He also said it was going to be protected by a massive gamma rad field that would cause any intruders, like the military, who weren't resistant to it (like the Hulk is) to pass out.

Now, of course, maybe this Gamma enclosed land never comes to pass...since no one has seen the end of WWH yet. But if it does, it makes perfect sense for a creator of a Gamma powered world to become a Hulk himself.

Montoya was created (introduced) in DC, and not much longer after she was given massive character development did they turn her into the Question (which, by the way, Rucka said he had no intention of making her a hero when she left the force)

And considering this is a companion series to Pak's Incredible Hulk, who says he has no say in what happens? This Red Hulk could be entirely his idea.
 
Well....I wasn't aware that it was a companion series.
It's in continuity with the regular Hulk series, much like Astonishing, New X-Men, X-Factor and Adjectiveless is in continuity with Uncanny X-Men....

The other thing you have to remember is Pak doesn't own Cho (or Rick Jones, or Sentry, or Samson, or Hercules, or Banner or some Russian guy or anyone else who could be 'Red Hulk'). Marvel does.

I might have missed some info due to not having bought all the tie-ins, but is there ever a point where he explicitly states that he wants to live with the Hulk in this place? I just thought this was for gamma-irradiated folk only, specifically so that the Hulk can have the alone time he's always yearned for.
 
I doubt the Loeb and Mcguinness would be so excited about this book, if it was cho as the Hulk. Their excitment and words indicate red Hulk, is just hulk split up into tw0.
 
I'd guess not, assuming this isn't the Banner Hulk, and they're already getting their own book.
