All we know is that the Rogues was a group before the events in the comic. Something gave them powers and drove them apart that will be revealed in that annual. The writers also said that Heat Wave HATES Captain Cold.

I don't think Flash and Captain Cold will be fighting together so much as the other Rogues will be trying to attack both of them maybe?

Of course Cold is fighting the Flash on that cover. Remember, Barry doesn't play nice with his villains like that sap, Wally. He just punches and/or brainwashes them. He's a real hero!
