The same thing that makes other Official theads "official": nothing at all.

If you go here, you'll see sections for movies. Movies based on Marvel comics, movies based on DC comics, movies based on other kinds of comics

But then there's a section called "misc. movies".

"Misc." stands for "miscellaneous", that means you can talk about movies in general...any kind of movies...Westerns, Horror, Documentaries, Comedy, etc.

So a broad, movie-related topic like this would fit great there, although there are already several threads that are similar, but, who could find 'em all?
