When Connors called Peter and told him more about the symbiote,you could see he was becoming keen on studying it. So things could have picked up from there on him developing the serum.
But WHY in the holy name of God did they make him as a physicist in the first place for? I think that was their way of locking down and showing people that Connors wouldn't be the Lizard in the franchise,or so they thought at the time.
They really did screw up on a lot of things.

 You really think that? The only other way to really stop Batman from being humiliated further was to do a reboot, or another Burton and Keaton film....which wasn't so likely anymore...
