No, Tim couldn't take him on at all. Connor Hawke is known as one of the top 10 martial artists in the DCU, rivaling Shiva and the best. One year later, he's retrained with the world's top assassins, making him even better. Tim's obviously a lot better OYL as well, but they're nowhere near in the same league.
