Which super villains do you think are broken and how would you fix them?

i'd like to see baron blood return and have cap britain and union jack join up with the avengers to take him down.
Have him resurrected by the newly resurrected dracula to be him right hand man.
have him be more powerful and maybe even have him join into the master man and sin story.
 
Baron Blood's cool. Just leave the purple jumpsuit off this time, maybe.
 
Yeah...i think that maybe a regal attire should fit nicely he is a baron after all!
 
We need more Zemo.

I'd also like to see a return of the Marauders.
 
Zemo is broken as long as he's a clear-cut villain, as far as I'm concerned. Moral ambiguity suits him better than mindless villainy.
 
I thought Marvel was going somewhere with the Leader after the Loeb-craptic Hulkfest, but nothing panned out for him. Really? The Leader could easily be a serious, universal threat, instead of just being "that other Hulk villain."

I'm not really sure where you wanted him to go given the restraints of telling a story in which the heroes win.

I mean he posed a legitimately huge global threat, got a bunch of clever as hell retcons establishing him as more of a badass, and even got to leave a bunch of contingency ****-yous to the Earth that the characters are going to have to continue dealing with even now that they've nominally beat him.

Apocalypse has been ass forever it seems. He needs a good revamp.

I'd personally like to see some of the Z-list villains get (believable) upgrades that make them more credible threats. Like if Stilt-Man beefed up his armor a bit and actually learned some sort of fighting skill to use it with, he could be less of a joke.

I think Apocalypse has generally run his course as a villain TBH, the best thing to do with him would be to go back in time to the last couple of times he was resurrected and then slap the **** out of whoever's idea it was to do that, and then just leave him dead.

EDIT: If you HAAAAAAAAAAAAD to bring him back I guess you'd do it by making him like the mutants version of uh, Thanos, where you have him pursuing some mysterious unstated agenda that could or couldn't be anything at any given time, allowing you to intersect him with the heroes in interesting and unpredictable ways where they're like never sure whether they're advancing his agenda or not.
