This really depends on where this battle would happen. In or near a body of water I think Namor could win even though it would be very tricky. In a desert, reed should win as he could wear namor out.

I am giving it to namor however.

If both are at full capacity I give Namor my vote; Reed is quite the mountain to tackle with preperation given, but Namor's not an idiot and Reed's not infallible. And when it comes to pure confrontation Namor can duke it out with the best of them in a water environment.
