Yeah, something like that. It sounds very simialar to the first episode of of Spectacular Spider-Man, which I have been pushing for a long time. Basically, I think Spectacular Spider-Man can serve as the perfect model for the adapting the new MCU Spider-Man!
And for myself, I think Vulture seems like the perfect starting villain, since we would rather wait and develop Green Goblin and Doc Ock. Mysterio isn't bad, I always dug his look from when I watched the old 60's cartoon. It's just Vulture has a natural connection to the MCU with Falcon and if his seeking vengeance against Osborn, that gives you a perfect intro for Norman in the MCU, who has huge potential as the MCU big bad in a later phase.
But, I can see maybe starting off with both Vulture & Mysterio, as I'm sure Marvel would like to build up to the Sinister Six.
Easily a one and done character, perfect for a first movie. And he could be saved for later if they go for Sinister Six. I thought up my own idea for a movie if things ever rebooted again and I had Kingpin and Vulture as first villains with Vulture being hired by Kingpin to stop the new hero who has been interfering with his business. It seemed all perfect in my mind when I set it up that I can't help but think of him as having movie potential as a starter villain. I feel like guys like Kraven and Scorpion need an established Spidey to be utilized fully. Unless they were to significantly change characters from their comic counterparts.
