Maybe he did when he was trying to be Galactus' loyal slave back before he first came to Earth, but ever since then he's either actively opposed Galactus or he's done everything in his power to guide Galactus to uninhabited worlds or evacuate the inhabited worlds Galactus or Stardust find.Surfer also sorta condemns billions to death on a daily basis. =/

Bush appointed Osborn, but Obama approved him.
Based on the reality that the Bush Administration provided a smooth transition for the Obama Administration, former President Bush would have not done something as drastic as disbanding S.H.I.E.L.D., setting up H.A.M.M.E.R., and appointing Norman Osborn without Obama giving the okay to go forward with it. And considering that H.A.M.M.E.R. and Norman Osborn are under the full jurisdiction of the United States government unlike S.H.I.E.L.D., Obama could have easily undid what Bush Administration did on account that H.A.M.M.E.R. was not fully ready by the time the Obama Administration took office. And for that reason, former President Bush would not have done something that drastic without President-elect Obama's approval.
While President Obama did have reservations about the amount of power that Osborn obtained and because of certain allegations about Osborn donning the Green Goblin costume in Thunderbolts Mountain killing several C.S.A. agents, most of them were put to rest in Thunderbolts #129, giving him his full approval while expressing that Osborn has a tough act to follow by succeeding S.H.I.E.L.D.
So to sum it all up, Bush paved the way for Osborn's rise to power, but Obama gave it his stamp of approval, making them both equally responsible.

In terms of the grand cosmic scale that would be like you using bleach to clean your bathroom and mass murdering trillions of germs. He does probably the worst job possible just on the off chance he can save a few lives or maybe a few billion by finding better planets for galactus to eat.
One point of clarification though cause people seem to have a bad idea of what happened when the surfer became galactus' herald. Galactus wiped his memory, so he had no personality. You don't blame some for murder if their being mind controlled and this is the same thing. Seeing the FF brought his memories back and the moment he had them he stood up against something above most gods.
The Surfer generally enjoys the little people, and even talks with them often. XDAnd now that he's working for Galactus again, this time with his memory intact, he's doing everything he can to save lives while helping Galactus fulfill his cosmic purpose. He tried to ward Nova away from the world Nova encountered Galactus on, he worked his ass off to try to save Sakaar, he saved trillions by talking Bill out of killing Galactus, etc. If you're not outright attacking Galactus or the Surfer himself and you're not an evil *****ebag, the Surfer will do everything in his power to save your world and, failing that, at least save you.

I really hope Osborn tries something against Thor again and the writer somehow works a joke about hammers into it.
