Why exactly didnt Vicki Vale come back in Returns?

No. She's just not in the script. However, in a rejected script draft written by Sam Hamm (who wrote the first movie) in 1990 she's in it.

She was actually MENTIONED in "Returns", but they never said what happened to her. She just disappeared. Just like Chase Maridian... Hmm...

Because Catwoman was supposed to be the main love interest in the movie, and my guess is that Burton didn't want to Batman Returns to be an extension of Batman any sense.

What i'm asking is why basinger didnt come back as vale, which has, for the most part, been answered

The old rumor is that Burton hates sequels, and instead of making Batman Returns a sequel to Batman, did something totally different with Batman Returns, hence why he rejected Hamm's draft, and didn't bring back much of the cast. While there may be some references to B89, BR has always been a very separate movie unto itself.

That's the rumor, at least.

The Nolan films looked like they might have been different, keeping the female... I guess re-casting is as good as it gets, at least the dumbest of viewers won't notice the difference between Holmes and Gyllanhaal.

I read in interviews for B'89 that Basinger was signed up for a sequel, it woul've been great seeing two hot chicks like Basinger and Pfieffer battling it out for average guy Michael Keaton.

That's not true as it didn't work that way back then. Even Keaton only signed on for one film at a time.
