I think it's Jarvis agreeing that Peggy is a good pick to co-found SHIELD.

I was thinking that - or maybe also that Stark had been looking since the end of the war for way to help Peggy find a more fulfilling role in life.

However, I suspect that the conversation was actually about something more immediate.

I think it's Jarvis agreeing that Peggy is a good pick to co-found SHIELD.

It could be since the vast majority of the general audience probably have never seen the one shot and the invitation is supposed to be the end of the series.

I can just imagine what she's thinking every day at work:

"I put my life on the line during the war. I helped to save the world from Red Skull and his forces. I fought alongside Captain America and the Howling Commandos. And now, I'm stuck getting coffee and doing secretary work for these a-holes."
