Plus, according to Fury (and me), Coulson is an Avenger.Everybody puts in a good word about warning to appear, even Downey, but that doesn't mean they want to appear (unless it's the right circumstances). That means right story, right schedule, right pay.
And, honestly, what's the point of Hawkeye appearing here? How does that address your concerns. It's not like he's any bigger of a gun than what they have. More importantly, Hawkeye should appear for a story that fits Hawkeye. Instead, this story is setting up the Secret Warriors. The most logical story path is the one they took.
Plus, it's not like they have the Avengers on speed dial. The only one who conceivably could is Coulson.

I must admit that I was disappointed by this episode...but that is only because I have spent all week thinking that this was the mid-season finale and that we'd see some huge events go down. My stupidity aside, good episode. I agree that it feels weird that the Avengers weren't even mentioned, considering that the fate of the entire world depends on the success of this mission...but heck...not including the pilot, Coulson was part of a 2 man team that was supposed to pull off this mission. It just seems like the first step would be to mobilize EVERYONE.
It was a off-the-books black op that involved dressing up as robbers to grab an asset that then became something else due to unforeseen circumstances, and was run by a man fueled by vengeance. Logic wasn't exactly in for the day.
Plus, the Avengers, I'll bet, are facing their own problems in regards to growing demands for them to be regulated. (Yes, I know these AoS episodes take place well before the Accords are ratified and whatnot, but still...)
