A commission is someone paying an artist to create a piece specifically for them.
And isn't that pretty much fan art? Someone goes to an artist and says something like "I want this certain pic of this certain superhero. How much?"

Well, it sounds like simple commission to me. I'm not sure how else you could describe it.
Unless you're talking about something like asking for funding that some do in order to get their fan films made.
I think what KillerMcQueen was saying is that commissioned art isn't exclusively "fan art", but a client can indeed commission a specific artist to do a piece of fan art. With that said, a city can commission an artist to make a sculpture for the city park, or paint a mural on a local government building, etc. I wouldn't call that "fan art" at all really.
I hear you. Sure the artist themselves may not be a fan or care much for the character(s). But, this conversation was pretty much in regards to fan art, specifically Supes, Bats, and possible Wondy.
