For the fem centered Gotham film, as a compliment to Gordon, I'd love instead to see Renee Montoya cast as the "everyman" cop for this film.
Trapped between two extremes, the "vigilantes" on one side (Batgirl-Canary-Huntress), and "villains" on the other (Harley-Catwoman-Ivy), both operating outside the law, and her as the straight Gotham Cop, having to find her own way between them.

I like this idea a lot! Although I'd just swap out Black Canary or Huntress for Katana (who has already been introduced and cast).
