I'm going to say yes, though I think a film with Two-Face an another rogue could work just as well, if not better than a solo Two-Face flick.

Realistically, this is Heath Ledger and Aaron Eckhart. That makes Two-Face physically bigger than the Joker, and he's intelligent too. I'm not putting the Joker down, just saying that of course he could hold his own weight.

I don't think you get it.

I get it, I just don't see the point. So by being the only villian are you also saying that he can't have any henchmen or any co-conspirators? I think even then Two-Face could still hold up a movie maybe even more so than other villians. They would have to make it very noir-ish, a lot of classic noir movies have one clear villian. It would have to open with a murder or a crime (not hard to do) a run in with the villain with a minor fight and then of course the final confrontation.
It wouldn't be an actionfest but it could be a very effective detective style film.

Nor has The Joker, The Riddler, Scarecrow, The Penguin, or almost all of Batman's rogues, bar Ra's al Ghul and David Caine.

Batman is a martial arts maestro, which allows him to fight crime with his bare hands and a few specialist tools.

Two Face uses submachine guns and goons...armed with submachine guns. He's a threat.

the long halloween is the greatest two-face comic ever IMO. it shows him with his wife prior to becoming twoface, it shows how he gets scarred and it shows how he gets even

It all depends in how it’s written. He could be a laughing twit like Batman Forever or a brilliant D.A who’s a tortured soul, armed with an intimate knowledge of Gotham. Possessing the ability bring about havoc or justice.

Two-Face even has a leg up on Batman. As Bruce feels responsible for him, for even when he looks at him, scared side and all he sees his friend.

Back on topic.... Yes I think Harvery Dent/Two-Face could work as the sole villian in a Batman movie. Hell, we could see that in the sequel to TDK.

My opinion on this is really two-fold;

I think that Two-Face (done properly) can be more than a handful for and become Batman's primary concern. However, part of the thing about Batman is there is never just "one" villain. There may be one nemesis, etc. but there's always more than one worry, or more than one crime to prevent.

But yes, I think that Two-Face could be his primary concern for a full film. None of that Tommy Lee Jones robbing a bank vault with a helicopter bull *****
