You didn't say "a cheap TV grade cybernetic makeup job" when making your initial comparison. You said "Nebula in the GotG movie". If your not thinking anything even approaching that quality of work ( which it wouldn't be, not nearly ), then you shouldn't use Nebula as proof of anything.
Nebula is in a 150M+ budget movie. Deathlok is on a TV show. Think it through.

Anyways it does look like Deathlok is having some parts added to him, the latest clip showed some sort of add-on to his back which looks nice. Still missing the most integral part of his look that has been consistent in all his incarnations, the face plate.
Isn't the thing on his back the same thing he had in the 1st episode attached to him?
The slacks and sweater under his armour are completely pitiful, could they not have thought of anything better than that?
Ann Foley should be ashamed.
Plus if the dots on the face are meant to be CG of sorts why wouldn't that be reflected in the concept?
