Thats the style of The long Halloween and sequels, sure it's different and very stylistic but I wouldn't go so far as to say it's 'crappy'.

I saw it as him being playful and kind of delighted someone like Batman resembles him. It's almost child-like (you say Daffy Duck t: ) and meant to tease.
