Jim Gordon would be the obvious choice for that, no?
I'm not sure if Gordon is what they mean. Something tells me HBO would want a Joker or Catwoman show. Those are instantly recognizable names that the general audience may tune into thanks to previous incarnations being insanely popular and likely no movies happening any time soon because of Joaquin and the Halle Berry version.
 
Frankly I don't see why they don't even tell us the main villain. It's been 3 years and half with nothing, now there's a script and it's much likely greenlit. Just give us SOMETHING...
 
I’m still of the mind that Reeves was telegraphing in The Batman that this was his adaptation of the Hush storyline via the Riddler. Edward Elliot, “hush!” on the TV screen, and all…

But I suppose that could be the big reveal/twist of Pt Ii; Batman assumed Riddler was the orphan son of Edward Elliot only to learn that it’s actually Tommy, and it’s him as Hush who is actually using Gotham’s villains to wear down Bruce/Batman. But that seems like a hat on a hat, IMO.

We literally know nothing though so I’m just speaking into the void; the devil’s in the details. Maybe Reeves has a knockout take on Hush.
 
Even if it is Hush, I don’t see Reeves just redoing Part I so that feeling of potential repetition or futility doesn't sit with me.
 
From Tommy’s perspective:

“Life is only meaningful when we are striving for a goal”. Your father had my father killed for trying to expose his secrets. Since your father is dead, I’m going to cut away at your life piece by piece and take everything from you!

That alone is the foundation for his reinvention.

This is very different from The Riddler:

Falcone’s greed destroyed Gotham. Everything will be unmasked and there will be retribution! I’m going to kill him, you’re going to help me and I’ll hit the reset button on this whole damn city.
 
Hush is such a noncharacter cipher Reeves could do basically anything. I do wonder if the allure of the childhood friend aspect is just too appealing for drama regardless of how contrived it is, as well.

Conversely, it wouldn't be crazy to me if Reeves used Elliot as a red herring to some degree. If Hush is the villain and there's another big name actor playing an OC I'm assuming that mother****er is secretly Hush.

Hey hey heyyy he has some character. Pretty much exclusively thanks to Paul Dini

I think his defining gimmick is that he’s just such a goddamn hater. He’s so smug and pompous and condescending and just hates Bruce Wayne so much. His ire burns like fire. That’s how I always saw him anyways. In the comics I’ve read of him and the Arkham games. That’s something you could play with for a feature film. Riddler didn’t know Bruce Wayne personally and secretly loved Batman the whole time so it’s a little different dynamic they could do
 
I guess I don't see the value in Hush...the character always seemed rather meh to me. I am sure Reeves could find a good angle for it but I would prefer more of a mystery.

That's the way I keep thinking about it; if it does indeed end up being Hush. I could see Harvey Dent, Lincoln March, Tommy Elliott, all in the same movie & we have to figure out who actually is the bad guy--blend Hush & Court of Owls to keep longtime fans actually guessing who's under the bandages.
