Great point. You know what, that makes a ton of sense. Scratch what I said about the Court. Makes a lot more sense for Penguin to be the main antagonist after how they built him up with his series. I would love for them to introduce Rupert Thorne as well. Basically, let Penguin's councilman buddy from the series be his go between with the corrupt old guard on council led by Thorne.I really think Penguin is going to take the Tony Zucco role in this.

Burton almost used Robin in Returns and was part of the reason he was in Forever, and Snyder's Batman had a Robin at one point. So, this point is both moot and irrelevant.There’s a reason no serious live action adaptation has ever done a Robin. Burton. Nolan. And Snyder all sat down and thought about their stories and went “nah”. That’s not coincidence.

Take this beyond his Batman work. Reeves' two Ape movies are also about Ceasar being a father.So much of The Batman and The Penguin are about parents and their effect on us. The Waynes, Alfred, Falcone, Francis. This is such a natural extension.
