There is a believable way to do Mr. Freeze. It'd be a bit of a departure, but then again almost all of Nolan's villains are pretty big departures from the comics. In the comics, Ra's al Ghul is hundreds of years old, Jonathan Crane is not the head of Arkham Asylum, the Joker fell in a vat of acid that bleached his skin, and Harvey Dent had a family. Make the freeze-suit a set of battle armor (a la Iron Man) and the freeze ray just a new weapon that he was developing as a new non-lethal weapon (like a taser or mace but with cold instead of electricity or pepper spray). Not saying I would adapt Mr. Freeze, but it definitely is possible.Mr. Freeze
Killer Croc, however, is too unbelievable, along with Clayface (the modern interpretations of Clayface, anyway) and Man-Bat.
