That'd be good because he could be the surprise mastermind out of all the suspects, in GA's eyes anyway, they might see him and realize "oh I've seen him somewhere, maybe"

I had that reaction when I watched Two Face appear in TDK, I didn't read any bat comics before that movie lol
I had already known much about Two-Face before seeing TDK, and I was blown away by Eckharts portrayal of the character haha
 
One thing that sounds nice about all of this, is that it looks like the rouges are already established, so we don't have to go through a sort of origin story with the villain, where they'll most likely die at the end. With this, it sounds like they're already up and running, which could be cool.
 
I tend to agree, for Riddler, Penguin, and Catwoman, no need. I would like to see a 3 movie arc on Harvey Dent's journey, and if Mad Hatter shows up, he would probably justify a short origin. Firefly would be a side to the story where Bruce is trying to find out who it is....
 
I think they missed a great opportunity to introduce Harvey in Begins. His arc would’ve been that much more powerful
 
You really only need “2” films to properly tell Harvey’s story.

Introduce him as an ally in the first movie and depict his downfall in the second

We Got This Covered has been informed that The Batman will apparently feature more than just those half a dozen villains we’ve already heard about. We don’t know exactly who or even how many just yet, but our source tells us that there are rumors there could be a secret twist villain in the movie. This surprise character isn’t any of those linked with the film already and though it remains to be confirmed, our intel says that it could be Hush.

While we still know very little about the plot itself, it’s been rumored for a while now that The Batman will focus heavily on Bruce Wayne becoming a genius detective and speaking to sources close to the production, We Got This Covered has now learned a little bit more about what to expect. In short, the film will be a murder mystery which takes cues from Batman: The Long Halloween, a 13-issue comic book limited series written by Jeph Loeb with art by Tim Sale

From what we understand, the plot will see a serial killer loose in Gotham City and Bruce Wayne taking it upon himself to track down the lunatic and put an end to his murderous rampage. Along the way, he’ll investigate many of his biggest foes, with Penguin, Catwoman and Riddler said to be the primary antagonists of the piece while folks like the Mad Hatter and Two-Face will play smaller roles.
 
Alright so, assuming there will be more than six villains, which I doubt, our current roster is made up of Penguin, Catwoman, Riddler, Two-Face, Mad Hatter, Scarecrow, Firefly, Bane, and Hugo Strange.

I had a dream about this. Said serial killer was a proto-Joker enacting a spree against those who wronged him ala "Joker's Five Way Revenge". Sequel is Red Hood and third is Joker. I'm gonna freak out if any of this is close.
