Tricky. It all comes down to tactics. Pound for pound Scott is no match for Spidey, not even close.
But when you're Ant/Giant Man then pound for pound doesn't mean anything.
I think the key here is that its Infinity War Iron Spider vs Ant Man from his first film.
Scott might be able to disable Spidey's suit and web shooters by shrinking down and damaging them from within. But Spidey still has his super strength, agility, wall crawling and senses to fall back on.
As Ant Man he's very hard to hit - although given Spidey's super reflexes and senses if anyone could do it, its him.
Spidey could take Scott's best rapid shrink-grow attacks ( like in the gif above) and still be standing, whereas a solid hit from Spidey and Scott is going down.
As Giant Man Scott probably would be able to crush Spider Man ( he crushed Cull Obsidian).....if he could hit him. I see it more likely that Spidey would entangle him and knock him ( much like Civil War) over or find a way to disable his suit.
Given that both of them rely quite a bit on a high tech suit, but without the suit Spider Man is still very superhuman ( e.g.can be hit by a train and be knocked out but not squashed into goo ) I think he's got too big an advantage.
So Spidey 8/10.
Now, if this was Endgame or even Civil War Ant Man against Homecoming Spider Man I'd call it a 50--50 draw because at that stage Spidey was a total screw up. By the time we get to Infinity War he's a lot more skillful ( e.g. holds his own with Cull Obsidian, without serious injury). But back at the Homecoming stage a street level thug with a cool toy could give him a tough time.
