If it was, I imagine the movie would have addressed it. Fact is, Bale didn't maintain a consistent Batman voice at consistent times, and it was noticeable.
That's how Keaton's Batman was written. There is that bit at the end when he threatens to kill The Joker.
Keaton never played that character because that character was never written for him. Although, come to think of it, that first scene...
However, he then altered his tone of voice in different Gordon scenes, Rachel scenes, etc.

After the ring fell into Mount Doom he thought the movie had ended. And then told Elijah Wood that the movie had "too many endings". Again, either drunk or stoned. What right minded person would walk out during Return Of The King? IT WON 11 OSCARS.

Well it did fade-to-black a few times lol. The theater I went to, the audience actually started clapping on the first fade-to-black, only to realize there was more. Lol.
