I don't think they'll be building off each other in terms of plot specifics but yeah they're still supposed to all fall in together cohesively and function as the history of New 52 Bats. Snyder and Hurwitz have both stated in interviews that there is a chronological reading order between them. Matter of fact here's a quote from Hurwitz speaking on it:
"my "Tec" #0 occurs after "TDK" #0, but before Snyder’s (terrific) #0."
So the main Bat-continuity will be established, as:
TDK (parents death/investigation)
Tec (training)
Batman (origin)
Nightwing (Robin)
Red Hood (Jason)
Teen Titans (Tim)
Batman & Robin (Damian)
Batman Inc
Yeah they've been in constant communication so B&R and Inc should have some cohesion along the way. Of course this also happens because they have solid editors helping them connect. Bat editorial has been the sharpest in telling their talent "it's ok to open up to each other guys". Pay attention Idelson.
I like how Tomasi's run is not only consistant, but is consistant with Inc as well. He really didn't let us down since he's been on this book. I hope he'll stay for a little while.
