They didn't respect those actors/actresses enough to explore their characters, but I'm under the impression that they didn't understand enough about XMen world and Singer's two X Men movies from the beginning, let alone the true potential of these superhero figures.
I think they probably asked Marvel who is the most popular character in X Men world and promptly decided to ignore everything else except Logan. (Though Strom got a bigger role but she still didn't have better lines in X3.)
Maybe it's a good thing they left out Gambit in X3, who knows what they would do to his character if he was presented in it? No reason to let them mess up one more X Men hero.
