I dunno, this feels like one of Johns' doings. On the scale of things, I think that Johns is higher up than DiDio (he's Joe Quesada's counterpart now), he has enough clout to fight off DiDio (just like how he did in Infinite Crisis) and as the person being in charge of the creative direction of all things DC, it would make more sense that Johns did this.
I'm really hoping that at some point Billy is going to end up a bit more like the character he used to be
If they were going to revamp Billy the version in Young Justice is pretty much the perfect modern take on the character
