Pepper asked Tony to shut off his life support machines, and it was NEVER confirmed that he actually went through with it. The Knaufs have explained that they left it up to interpretation on purpose.

Seriously, though, he's still a grade-A dickbag, even though I like it they way the Knaufs write it. He could've saved himself so much trouble if he'd just not been a dickbag and let Ultra participate in the investigation into Gadget's death instead of putting him out to pasture.
