But he wasn't raised specifically for that. In terms of the narrative, sure, but within the universe he was just a victim of bad parenting from Odin, mixed with plenty of his own pre-existing issues. I didn't really see a lot of particularly bad treatment from others until young adulthood, going by Son of Asgard, Tales of Asgard, and the Loki mini-series, which are probably the best sources for Marvel's version of Loki's youth. It just seems like you may be victimizing him more in your head than he really was.
Well we all fill in the blanks of the character's in our own heads in our own ways. So yeah I'm sure everyone has their own take. Way I picture loki his real father beat and hated him then odin took him in and put him through intense emotional abuse to make him into the bad guy to keep his own son grounded. So you go from your own people hating you for being different to another group hating you for being different and you build up a lot of resentment. Doesn't help that you're probably the smartest person around. So you figure, **** these people, they won't love me they won't even like me, then I'll make them serve me. I'll make them regret every blow, word or cruel glance. Thor 12 was a damn good issue showing what an outsider loki was. Though I'd say I'm probably right the asgardians we're big fans of loki since he was the son of their sworn enemy and had none of the traits they admired, that's just true of most people anywhere.
