I mean it's not like Lillard was guaranteed to come back but he was probably the only one who fans would have wanted to come back as part of the voice cast.

Lillard isn't even the first person who replaced Casey Kasem as Shaggy. I wouldn't be surprised if Warner Bros wanted to differentiate from both the live action movies and the TV series and maybe Forte's voice suits the Shaggy they have for the new film.

That being said, I wonder if Frank Welker might not be Fred in this film, he's voicing Scooby but the fact he wasn't announced as voicing Fred makes me think he's been replaced.

Mark Wahlberg & Jason Isaacs To Play Blue Falcon & Dick Dastardly In ‘Scoob’ – Deadline

Wahlberg will play the Blue Falcon, a superhero from the Hanna-Barbera canon who teamed up with Scooby-Doo and the Mystery Gang to fight against one of his arch-enemies, Mr. Hyde.

Isaacs will portray twirling mustache villain, Dick Dastardly, who is reported to be the main baddie of Scoob. Dick is a duplicitous car racer and pilot whose vehicles are known to carry various bombs and traps. He too has a right-hand dog in scruffy giggler Muttley.
