1997 before the modern age of CBM.

Regardless of whether you are right about how viewers would actually respond, that ultimately isn't what matters. Its the attitudes and beliefs of the execs in charge of making the movie. They are the ones I don't believe for a second would pass up using Batman, or that believe Batman is much more important and marketable than Superman.
Men in Black became the biggest cbm of all time at that time1997 before the modern age of CBM.
I know Spider-Man was a new Avenger but he isn't a charter member like Batman or Superman are with the JL.
Even having a JL movie with just WW, Aquaman, Flash, Green Lantern, Martian Manhunter, Cyborg and Shazam would feel like it's missing something.
I feel they missed the boat with the current cast even if it's a partial reboot. The ones they keep could be a bit too old once they establish the rest. I'd rather just have a focus on solo films.
My prediction: they’ll give Momoa and Gadot their separate trilogies, recast the rest of the League with younger actors (who will start separate franchises of their own), and start a brand new and ostensibly separate Justice League franchise with the new guys and a new Aquaman and Wonder Woman.
