Yeah it is crazy how under used Green Goblin has been in video games. Particularly in those two great PS1 games, which were totally comic book based, and used a wide range of Spidey villains. Yet not a single Goblin was used between the two games. Not even Hobgoblin.
Yeah I'm kinda surprised we've never had a proper classic Green Goblin in a game. In the last 20 years we've the closest we've have gotten is either the first movie game or an alternate reality version like Ultimate Spider-Man and Shattered Dimensions.

I don't think there's anything preventing both GG and Ock to be in the game. Seems like Insomniac is going all in from game 1, perhaps we'll see Goblin's origins? Bryan Intihar stated Goblin doesn't exist at the start of the story.
that's a cool idea, having both. Especially the Goblin origin part. I definitely get this feeling like there is some big ambitious story aspect lurking under the surface of this game
And it's not like it reduces their chances of making a good sequel
Norman is at the very least a mention in this game--he's running for Mayor or public office if I remember correctly. So, there's a good chance the Goblin will show up either in this game or the next.
Plus if the map is any indication, they're already planning ahead. I remember when this game was announced thinking "Wait, how can you do a sequel? You're not starting Spidey in an asylum and moving him to a whole island, you're starting with a whole island." Now it turns out only part of Manhattan is available. Stuff like that I think shows they want to leave room for more to come after this.
When was this said? we've seen the map, the entire island is open to us. If they want to expand it for a sequel they could add Queens and/or Brooklyn.
The whole Manhattan is available in the game. E3 demo only had part of it.In the map shown in the game, only a part of Manhattan was highlighted in the yellow box. Maybe you can expand the map as the game progresses but it looks like you at least don't start out with the entire map available.
It might seem like a dissapointment to get only a part of Manhattan, but not if the part we get is as big as that part is in real life. This game looks far more detailed than any of the other Spider-Man games so a part of Manhattan from this game might be just as long or longer than the whole Manhattan in the other games.
To be fair, I don't recall Doc Ock being in many Spider-Man games in the past. When was the last time he appeared in video game? Spider-Man 2?
