I know. Maybe it's a good thing for the first film to go just Batman vs. Joker. But I would prefer Joker + 1-2 other super-villains. Let's raise stakes a bit. And make it a bit different from TDK.

No the DCEU is in no position to take risks like redoing poison ivy and mr freeze for it's first batfleck solo movie, just do the one thing that will guarantee a billion easy worldwide and genuine potential to reach star wars level money and that is Batman and Joker. If Leto really does nail the role in SS, you can be sure that general audiences will be salivating at the thought of any film that focuses on those two. Go where the money is.

This I agree with..

Don't out think yourself. Give us Batfleck/Joker. Then open things up in the next movie to more villains with the Joker just as a cameo.

Have to say I really love the camaraderie in that group. It's clear even in the joint DC movies photoshoot that they have better chemistry than the crew of BvS. You can see that they're genuinely good friends on and off screen. I'm sure that factor's going to come into play in the movie.

Seconded. It'd be cool if they did it in moving artwork - similar to those motion comics that've become quite popular these days. I thought they were going to do it for BvS end credits, kinda disappointed we were left with just a black screen.
