There have been times in the comics where the Squad has been passed off as just a group of villains and not a secret government op. Like when the Squad fought the Justice League in Firestorm Annual #5.

And now that we've seen BvS, that line's meaning totally changes, doesn't it ? Now it sounds like the bad meta-humans were afraid of Supes and were in hiding and now that he's "gone" they are creeping back from the shadows.
Arrow would be a beacon of hope, if being a beacon of hope meant being overshadowed by a boring oracle wannabe, but even though he wants to be a beacon of hope, he isn't a beacon of hope because of that. (I'm trying to repeat beacon of hope as much as they did in the episode of arrow titled beacon of hope).
