Maybe Joker is the only bad guy who's had significant interactions with him, or actually had a conversation with him? As opposed to everyone else, who sees him for a brief period of time before getting the tar beat out of them.

I'd actually like to see an interchange between Lois and Clark, where Lois says "did you think you were the only one? There's this guy in Gotham that's been doing this for years!", prompting Clark to go and seek him out.

I think you're right, but you need to consider that the report could be:But he couldn't stay in the shadows could he?
Yeah he operates at night, but what does he do if the Joker decides to pull some stunt in the middle of Gotham's biggest square - lots of people about, who the Joker plans to kill... does Batman hideaway in an alley because there's no shadows to hide in?
The SAS were probably about the most secretive special forces unit in the world, yet one day in April 1980 they had to rescue hostages from the Iranian Embassy in London – that one act displayed them for the world to see!
Batman will be thrust into situations by his enemies that will leave him open to being caught on film or photographed - I'm not saying he'd stop for interviews or whip out his bat-credit card like George Clooney, but his existence should be fact.

But I agree, the Joker being the only one who has met with Batman can mean a million things. He could be the only villain who has had a meaningful conversation with him or the Joker being the only connection could easily be just as far as Waller and the government know.But I don't believe at all that he's the only one who's ever met him. I think the Joker would be the essential piece in tracking down Batman once and for all, and if the Suicide Squad revolves around the idea of trying to get a hold of Joker then I'm down for it.
