Venom, as it originally shown, wasn't a Hulk serum. It might've put its user into a constant state of flexing what muscles they had (see when Batman, Bird, Azrael, or Bane used it in the 90's), but they didn't really get noticeably bigger than they already were. The Hulk-out effect is a recent phenomenon that exists solely because Bane's appearance in games and cartoons has convinced people that that's how the drug works. In essence, f**k the New 52 for bringing that in.
Still, back to Wesker. I really liked him in Broken City. I thought that story added a new layer to the character(s) that was needed, but was pretty much immediately forgotten after the arc's conclusion.
