Possibly they don't cook food, or they can boil it. There are ways to generate heat other than fire.

You can also have fire underwater under the right conditions, they do undersea welding.

I'm not going to consider the toilets question, sometimes the answer "It's just a story" is best.

If Atlantis is like a bubble city seperated from the water, then its possible they can light a fire and cook their food. Otherwise it doesnt seem possible, because how can you cook yo damn food without heat?

Sorry to disappoint any potential that question may have, but youn justice season 1 episode 8(very detailed) has a dining scene in Atlantis. They sit down banquet style and eat like us humans, with none of the food floating, yet their hair (tula and mera's wiggling just fine lol.
