I'd be surprised if any former villains pop up besides Loki and maybe Hela.

I think Zemo is possible maybe as a set up for something in the next phase. He has experience and patience, I can see him trying to set up Masters of Evil. This also depends on if we see him in Black Panther.

I think Ronan is dead - otherwise it would not make much sense, that Ronan should bring Thanos the power stone so that he can destroy Xandar for him (with it) (as revenge)!!
Or, that Ronan, now knowing about the power stone, wanted to do it by himself - watch also the dailogue in GotG "if he touches the ground of Xandar with the stone..." ...

But you can restore many "things" with the stones
