As a SW fan I just wanted to say that Vader had no reason to come back -to the planet that had him slaved- once his mother died. Hell, he (and the emperor) left the planet to the gangsters and didn't want anything to do with it. Besides Vader didn't know if his son survived and the ones who wanted to keep his name were Owen and Beru.
Also Ben Kenobi was watching him.
It doesn't matter at all.
Look, if you have to hide someone from the mafia in the real world, would you do this:
"Yes, he is the son of a big mafia boss. But the mafia boss doesn't know that he still lives. Nevertheless, we have to hide him.
So let's put the boy in the town where the mafia boss grew up himself. Earth is so big with so many towns. And besides, the mafia boss doesn't search for his son.
So the boy could keep his dad's (unusual) last name. Since the father doesn't look for him, there is no risk at all for the boy in keeping this name.

Oh, and I have an even better idea. Someone should watch over the boy. So we put a policeman in the neighbourhood. How about officer Obi-Wan Kenobi? Yeah, he could change his name from Obi-Wan Kenobi to Ben Kenobi and no one will ever notice.
Earth is very, very big. No one will notice."Come on, that is foolish. When you have to hide some, you would take no risks. There is no reason why Luke should keep his father's family name. He gets nothing from it, it can only put him in danger.
If he kept his last name, than they would leave a trace someone could find. That is an unnecessary risk. And if Obi-Wan, the guy who should watch over Luke, keeps his last name too, then this is an additional risk.
Report: "Yeah, there is a boy at the right age named Skywalker. And in the neighborhood lives an old guy called Kenobi. The Skywalker boy lives with that farmer family where Anakin Skywalker's mother lived."
Come on, how many traces do they want to leave??? Of course, they could also just put a big sign there at the farm, saying "Here lives Luke Skywalker, son of Anakin Skywalker who is also Darth Vader. We don't mind telling you that because we know that Vader doesn't search for his son, so there is no danger."
