I'd rather they didn't go that route, I'd be more than ok with them having his eyes light up with electricity when he really gets going fast but for the most part I'd prefer they just kept his actual eyes visible.

Because thats an alternate timeline outfit. Like batmans knightmare suit.
You also couldn't see anything clearly and I guess its a mechanical injustice like suit.

Hope the actually flash suit is more streamline

The time travelling Flash from BvS had a Injustice like armor. But the recent set pic for JL shows a more sleek and modern suit.

I think it's a post-apocalyptic Flash from that timeline's future, that's why it looks bulky and hobo-ish.

The actual suit does seem to be sleeker.

If that design is legit, I'm glad they haven't shied away from going for form-fitting and spandexy. The Flash more than anyone else is probably the character who it would make sense to have wear stuff like that, as the modern technology for runners and professional athletes in the real world is already leaning towards that kind of clothing.

However, as with the TV series, I miss his funky yellow boots.

I'd argue that it's not that much similar... it doesn't have the aerodynamic bicycle helmet shape and, as you already pointed out, ears are completely different. There's also a lack of yellow "bolt" in the midsection of the suit in that art. Anyway, where did you find it? What made you think it's official?

The helmet is indeed aerodynamic, cyclist shaped, it kinda reminds me of the Kryptonian helmets idk why.
The suit seems to be made of a resistent yet malleable material, it looks very sleek and glossy.
The placing of the lightning bolt details reminds me of the Young Justice version of Flash:
