Taking place between ‘89 and Returns and taking into account the events of both films, I wonder if we’ll get any villains in this book. Probably not any of the big names, but maybe someone smaller like The Ventriloquist or Clock King or something…

I hadn’t thought so, but looking at her Wikipedia page, the only film role she had in the gap between Dream Warriors and New Nightmare was a cameo in another Wes Craven movie.

No, she was the star of a Warner Bros.-produced television show at the time. The full catalog uses other minor-league WB stars to show off more merch.
