Because Batman is racist. I personally don't care what race heroes are. But changing the nationality of a hero just for the sake of changing it is stupid.

I was joking, but, seeing as the Robin's are constantly in flux, why couldn't he have a black kid? Or a hispanic? Or another girl? And have it not be some silly plot device to piss off the former Robin who told him to shove it?

Constantly in flux? Tim's been Robin pretty consistently, except for the one Stephanie hiccup, for over a decade.

One is the King of Dreams, the other is a dude who used to run around putting guys to sleep. Dodds no doubt based his name and theme around the story of the "Sandman," which happened to be about the Vertigo Sandman.

And either way, I'm fairly certain that Jason Todd origionally had blond hair, but dyed it to keep up the idea that there's only one Robin.

Okay, here's the story.

During the majority of the 20th century, Morpheus, the Endless of Dream, was trapped on Earth. During this time, a portion of his soul entered the human known as Wesley Dodds. Dodds, inspired by the tales of the fictional Sandman (in actuality, Morpheus), took up the role of the Sandman to fight crime, using his gas gun to knock criminals unconscious and his peerless detective skills to solve crimes. Eventually, he attracted a sidekick by the name of Sandy. Sandy eventually developed superhuman powers (the sand powers he exhibits in JSA), and for a brief time became a monster who was eventually defeated by Wesley Dodds. He became a statue to prevent the monstrous side of him re-remerging and endangering people. There wasn't a true solution to Sandy (now Sand's) condition until the JSA reformed.
