So, since Barry Allen has returned, what is his and Wally's fate? Will he take the Flash mantle back from Wally, or will he let Wally keep it? Or will they both be Flash? If they both are going to share the Flash name, then will they both protect one of the two twin cities?

I don't see why they wouldn't share the Flash name. Wally's already sharing it with Jay.

They'll "share" the name but Jay and Wally will be largely ignored while Barry joins the Justice League and does all the important stuff. Same setup as the GLs, basically. 7600 of them, but Hal's the only one that really matters.
