They didn't flat out say this, but in Zola's monologue about HYDRA affecting the course of history and "accidents will happen", I got the feeling Bucky probably shot JFK.
It's kind of funny how, depending on which CBM "universe" you're in, JFK was assassinated by Magneto (allegedly), The Comedian, or (probably) The Winter Soldier.
