hre is the problem. Norman Osborn has to pull strings. The Green Goblin has a secret identity, and if he's physically transforming back and forth between looking like a human and some kind of green demon, it's going to be too much like Jekyl and Hyde and possibly lack realism. It might be too much Incredible Hulk.Honestly, I don't understand how he could have a costume, and still look like this. You can't have someone wear a mask and have that smile; a mask won't form to your face like that. I really don't see a problem with having him physically transform.
That's an idea i had for Spider-man 3 actually. Instead of Harry putting on that terrible costume, he would have taken too much of the goblin formula and actually become a "goblin"

because like I said, Norman Osborn has to pull strings from behind the scenes. the green goblin has to exist for a while before he is defeated, and during that time Harry Osborn is going to have a relationship with his father.people are gonna hate me even more, but why not have it be a permanent transformation?

Or maybe Oscorp could be developing a new "war mask" which shows the person wearing it's emotions. Then, Osborn develops it to look like a Goblin once he's gone coo-coo.
