So who do you think will be the remaining villain(s) for the new BB installation? In BB, there were three: Ra's, Scarecrow, and the mobster guy.

I say for BB2 the villains are: Joker, Penguin, Two-Face or Mr. Freeze.

Rupert Thorne or Sal Maroni............. they deal with Oswald Cobbelpott (not the penguin yet)

well since we wont count Dent, i'd say someone like maroni or thone and def the penguin to be played by philip seymour hoffman! he can play fat freaky creep, plus awesome evil crazy badass.

Begins had Ra's, Scarecrow, and Carmine Falcone. If the ANY of the rumored villains turn out to be involved, the sequel will have much more.

Talia
Penguin/Oswald Cobblepot
Salvatore Maroni

Two-Face won't be in the sequel, but Harvey Dent will instead. It's likely that toward the end, he'll be scarred. Setting up for Two-Face in a possible third film. Freeze has yet to be mentioned even once as a villain.
 
Sal Maroni and Rupert Thorne are struggling over gaining the title of mob cheifton no that Falcone is incompasitated from the scarecrow for the time being. The Joker is a wildcard. He acts out against the mob which in turn causes a mob war. The Joker and the batman have their run ins as well. ROman Sionis will be attacking Bruce in the public light, with Mr. Earl backing him becasue of what wayne did to him. And while Batman/Bruce are under assault, the Joker kills Rachel Dawes sending Bruce into a downward spiral that has him questioning himself and pushes him closer than ever to becoming the very thing that ruined any chance he had for a normal life...a murderer. Oswald "The Penguin" Cobblepot finds it rather proffitable to provide arms to the warring mob factions while notletting the one side know that he is helping his enemy. And an old "friend" pays Batman a visit, to start off the movie.

The ball head guy with the knife. He was in Arkham and had scars all over his body. Batman took him out when all hell broke loose in the narrows.

A nod and wink to fans of the comics plus he showed how corrupt Gotham was by easily getting transferred to Arkham Asylum.

What does "not the penguin" mean even? He's pretty much always been The Penguin, it's a nickname he got because he looks like a penguin and has a thing for birds. You wanna show him only as a baby before he had a discernable penguin-like appearance? Or perhaps at the end of the movie Cobblepot can fall into a vat of penguins and come out with penguins superpowers.

He's a serial killer. He generally kills with a knife and then carves himself for every kill. He is completely covered in scars. I think he recently stabbed Alfred and almost killed him too.

He isn't as big a villain as some, but he is often used to show Batman's detective side, and is a more down to earth villian (he doesn't want to rule all of gotham or anything, he just wants to kill people)

HA HA! I hate to say it, but I would love to see that in a movie. After the Penguin falls into the penguin vat, we can have a scene of Batman looking around, wondering what kind of chemical company keeps vats filled with penguins around.
