Well, logically it should be Spider-Man. However, I have a feeling it could go something like this:
--The anti-psychotic medication Osborn is taking makes him completely succumb to his insanity and re-dons the mantle of the Green Goblin, this time a combination of his Iron Patriot and Classic Green Goblin costume. Perhaps re-introduces himself as the Green Goblin after transforming into his armor form on stage and lobbing a series of pumpkin bombs while speaking before the United Nations on live TV.
--Osborn, given having reverted back to his insanity, has also been able to counteract Spidey's mindwipe/psychic blindspot, thus re-learning Spider-Man is Peter Parker and goes after his loved ones. Maybe kidnapping Mary Jane as insurance as he decides to "go out with a bang" by wiping out New York.
--The Avengers teams, FF, the X-Men, Namor, and Doctor Doom all fight the Dark Avengers, the Thunderbolts, and the Hood's Master's of Evil, while Spidey and the Green Goblin fight inside. Oh, and he gets no help from Loki who, in order to return the favor for Spider-Man, decides to bow out and leave Osborn to face his own problems. "After all, Obsorn" Loki might say "the difference between you and me is, I already know I'm a god, but you've convinced yourself you are one. When you're nothing more, to quote George Bailey, 'a warped, frustrated old man.' Ta Ta!"
--However, just as Osborn is about to make the finishing blow, it's Lily Hollister, a.k.a. Menace, who tackles her lover, Osborn, and--grieved over the loss of her unborn child and that Osborn was using her to be nothing more than an incubator--triggers all of her pumpkin bombs while holding Osborn, resulting in a massive explosion that appears to vaporize them both into ash. Thus, it appears that Norman Osborn is dead at last (until Marvel decides to somehow bring him back). The end result is that the SRA gets revised so that the Avengers, while still overseen by a newly established SHIELD, are an independent organization once again, as well as the Thunderbolts, who are now under the direction of Norman's son, Harry.
--The event can end with Peter Parker at Gwen Stacy's grave, telling her how Osborn is gone for good and that maybe she can finally rest in peace.
