His leadership and tactical skills are underated,.. his power has been nerfed twice in my history of reading comics, Just like Bishop,.. and Storm,.. and to a larger extent The Beast.
I hate the fact that such an interesting character is kept in a "wallflower - straight man" position simply to give fan favorites like Wolverine, gambit or psyloc to play against at his expense.

Have you explained their motives better, can explain why they have low self esteem? Why was Stilt-Man still a criminal, he could have made money legitimately with his engineering skills and in that career he wouldn't have been killed by Punisher. Stilt-Man never seemed to like being a criminal and you think he would be intelligent enough to be in a career that didn't put in Punisher's cross hairs.

I didn't find your ideas appealing, there is no real hook. The execution would have really great for me to be interested.

Punisher was doing his usual work and instead of getting out of Frank's way like smart villain would, Stilt-man foolishly got in Punisher's way and Punisher killed. If Wilbur had been smart and stayed retired and not gone up to Punisher, he wouldn't be dead.
