When hundreds of millions of dollars are on the line, yes. There's no page limit on a legal document. Nobody files contracts thinking "I have to keep this to 10 pages or less." It's exactly as long as it needs to be to put in all the information needed in exacting detail.
Do you have a source for what Feige said? Because I remember Poniboy reporting that Marvel had bought the rights to Quicksilver and Scarlet Witch back. So Feige's idea of complicated might be the legal wrangling they're going through to talk Fox into selling the characters back. Nevermind that we've already heard of a book which Fox has several inches thick which lists every character which they own, with 3 or 4 characters per page (Which would indicate that, yes, Fox DID put 30 years of comics into a legal document, albeit a very thick and heavy one). There's nothing complicated about that. Either they're in that book or they're not.
