There are 4 pages of replies and not even one got it right, and it´s funny how there is a poster asking if anyone has read Hulk is the last couple of years....well, have you?
And when i ask if you have is actually read it and understand it, not just look at the pretty pictures.
To answer the thread at hand, yes, Hulk should talk.
And yes, he should say things like HULK SMASH and PUNY HUMANS, and not be sarcastic like in the recent comics (which i don´t read for sometime now).
And before someone says that it´s how he talks now, i can´t care less, he could quote shakespeare for all i care.
First, you have to realise that Hulk wasn´t created today, he has gone a long way until being sarcastic and whatnot.
Second, you have to ask yourself what does the GREEN Hulk represents and why does he screams stuff like PUNY HUMANS.

Ok, i´ll give you a hand.
The Green Hulk represents Banner´s inner child, his repressed emotions when he was 6 or 7, when his mother was murdered.
Have you ever seen a angry child?
He will scream at you and growl, say short and simple sentences, not be sarcastic about it.
That´s why Hulk smashes, because that´s what a child does when angry.
