I didn't realize Bellator was in such a bad way, who is the guy they stopped going to the UFC? I guess if this is the case then pulling Rampage and Ortiz to make sure they actually at least deliver their PPV main event makes sense.

I don't like the title change AT ALL!
The fighter is Eddie Alvarez. He used to be their lightweight champ, which locks them into an extended contract so that they don't lose their champ. Nothing wrong with that. UFC has a contract like that so that one of their champs doesn't leave with the title. Well he lost, and his contract expired, so he wanted to go to the UFC so that he fights better competition since he wasn't getting many fights in Bellator after beating everyone besides the guy who beat him.
Bellator contracts have a stipulation to where they can match the contract that another organization offers. The UFC came in with an offer to give Alvarez pay per view points, and since Bellator doesn't have ppv the UFC thought they had him. Well Bellator claimed that they matched the offer, and there was a big court battle that Alvarez just eventually gave up on it since he couldn't keep it up without making money fighting for another year. It gave them a lot of bad press.
I don't know who was right or wrong, but it did really upset people since Alvarez is a popular fighter that's very exciting. The Tito/Rampage pay per view is their way of proving that they can match the UFC's offer. Since Tito and Rampage haven't been relevant for a while it's pissing a lot of fans off, and I think Bellator doesn't want either one to get hurt while they're getting this bad press.
